Rope Bottom
Rope bottom is the term used for the person who has the rope tied on them during rope bondage or rope play.
Note that while submissive roles are typically written in lower case, a rope bottom typically isn't assumed to be a submissive role in the rope community.
Rope bottoms are tied up by a rope top or rigger.

There are many reasons why a person can like to be tied up. For some it is about intimacy and eroticism, for others it may be the skill, challenge and artistic properties. People can also have a fetish for being restrained, or the pressure and sensation the rope has on their body.
Alternative Terms
